The short answer
The question is usually asked for one of two reasons: you want to give someone information without interrupting them, or you are trying to reach a lot of people and a ringing phone is the wrong opening move. The methods that work are different for each.
What are the ways to leave a voicemail without calling?

How a voicemail drop works
A drop is a recording delivered to a mailbox rather than a call the recipient has to answer. The practical effect for a sales or service team is that reps stop re-recording the same message forty times a day: the message is recorded once, and the system leaves it while the rep is already talking to somebody else.

Record the message once
One clean take, 18 to 25 seconds, naming the reason for the call and exactly what happens next. Record it in a quiet room, not on a headset in an open office. - 2
Attach it to the campaign
The drop is triggered when a call reaches voicemail, either automatically by answering-machine detection or by the rep pressing one key when they hear the greeting. - 3
Let the rep move on
The message is delivered in the background and the dialer connects the rep to the next contact. This is where the time saving actually comes from. - 4
Track what came back
Callbacks from a drop arrive at the number the message came from, so the number you present has to be one you own and monitor. A drop from an unmonitored number is a wasted message.
Is a ringless voicemail a way around consent rules?
The common misreading is that a message which never rings a phone is not a call, and therefore not covered by calling rules. That argument has been tried and it does not hold. Treat a drop exactly as you would treat the call: the same consent, the same do-not-call scrubbing, the same permitted hours in the recipient's own time zone, the same opt-out handling.
- Consent first. If you would need consent to call the number, you need it to drop a message into its mailbox.
- Scrub the list. Federal and state do-not-call registries apply, and so does your own internal suppression list.
- Respect the clock. Calling-hour limits are set by the recipient's time zone, not yours.
- Honour opt-outs immediately. A person who has asked you to stop has asked you to stop on every channel, mailbox included.

How do you write a voicemail people actually return?
Most voicemails fail before the reason arrives. The listener has one question — why should I care — and the first eight seconds either answer it or lose them.
- Name the person you are calling, so it does not sound like a broadcast.
- Say who you are in one clause, not one sentence.
- State the reason in terms of something they already have or want, not in terms of your product.
- Give exactly one next step, and make it the smallest possible one.
- Repeat the number slowly, once, at the end. Nobody rewinds a voicemail twice.

The number you leave it from matters more than the message
A drop is only as good as the callback path. If the message comes from a rented pool number, the callback reaches nobody, and the number's reputation is shared with every other business calling from the same block — which is also why calls from those numbers get labelled. On numbers you own, callbacks reach your team, the reputation is your own calling, and calls sign at the highest attestation level. That difference is covered in number reputation management.
