What is Local presence?

Definition

Local presence means presenting an outbound caller ID in the same area code as the person being called, because people answer local numbers more often than unfamiliar out-of-state ones. It works only when the number is genuinely yours and calls back correctly.
The three STIR/SHAKEN attestation levels, which underpin how local presence behaves in practice: A asserts both that the carrier knows the customer and that the customer may use the calling number, B asserts the customer only, and C asserts neither. A shared number pool can reach B at best, which is why number ownership keeps recurring in these definitions.

In practice

How local presence actually works

The technique is legitimate when the number is one you own and control, and calls to it reach your team. It becomes illegal caller-ID spoofing under the Truth in Caller ID Act when the number is not yours or is chosen to mislead.

Shared local-presence pools degrade quickly. Numbers are used by many customers at once, accumulate spam complaints from strangers' campaigns, and get labelled, after which the local number performs worse than a plain one.

Because callbacks matter more than answer rate over time, a local number that routes back to a real queue outperforms a slightly better-performing pool number that rings nowhere.

Worked example

A team calling three metros needs three or four owned numbers, not forty. Forty numbers at low volume each is the snowshoeing pattern analytics engines score; four numbers with working callback paths is a regional presence.

Local presence: common questions

Is local presence dialing legal?
Presenting a number you own and can receive calls on is lawful. What is prohibited is transmitting misleading caller ID with intent to defraud, cause harm or wrongfully obtain something of value. The dividing line is control and reachability: your number, answered by you.
Does local presence still improve answer rates?
Less than it did, and only under conditions. It still helps where the business genuinely operates in the region, the number is genuinely owned, and the call displays a business name. It does not rescue a list that was never going to answer.
How is local presence different from neighbour spoofing?
Local presence matches the area code using numbers you own and answer. Neighbour spoofing matches the callee's own number digit by digit to imply a neighbour is calling, usually from numbers the caller does not control. The second generates complaints, labels and regulatory attention.
